Not only does this foam material speed up the construction of the house (I'm assuming the foam acts as insulation and the exterior/interior finishes are applied to the faces), but it's also got to be far less expensive to transport light foam blocks that can be produced in a factory somewhere. Compare that to the cost of moving heavy lumber that has to be harvested, manufactured, seasoned, and transported again.
This stuff is also extremely easy to cut and very forgiving when all you're using to connect it is some sort of adhesive paste, so you don't need to hire any skilled labor.
Is it retarded? Yes, absolutely. Is it worse for the environment than wood, a renewable resource? Yes absolutely. Does it save the developer money. Yes, absolutely, and that's all that matters at the end of the day.

What you're seeing is just the frame of the house. It's still going to have layers of drywall, insulation, and a vapor barrier applied to it. The wood does nothing to regulate the interior temperature, that's the insulation's job. The wood frame holds it in place.
