No sunbathing culture in the arab world where pale white skin is considered more attractive while in the western world (euros and Israelis) the more tanned you are the more attractive you're considered.
Also a lot of israelis are from northern slavic countries so they naturally lack melanin compared to brown arabs and local semites.
