Strict border control is counterproductive if you want people to “go back” anyways. Immigrants’ll go back quite easily if it’s possible to maintain ties to their homeland without sacrificing residency. Happened much more often in the 19th-20th centuries. It should be very easy to live and work in different countries. No visas, no permits, nothing… SO LONG AS you sign your name and get your picture taken at the border. Anyone who doesn’t is presumed to be cartelfagging.
