Finland is simply too rich for what it offers, it's pretty clear this country has been a bubble until now. Overtaxation, unfavorable location and climate, a neoliberal policy of selling out the national treasures like Nokia to foreigners, poor relations with the biggest neighbor (im not saying it's Finland's fault in this regard, but it's just a fact). You simply can't keep a welfare state in conditions like that. Even solid education won't make up for all these objective flaws.
I have no idea how to possibly help them, sounds like a lost case to me.
