Resources in general. Money, food. High child malnutrition, we have vegetarianism as a political point so giving kids eggs to eat at schools is a national level debate. But in the end it doesn't matter because theres the nuiciance of middlemen stealing rations meant for kids.
Interest thing is right in thaT its hard to make money from these sports, costs a lot to make it, and doesn't pay back much. Theres a reason why medal getters are often from the army
