I am talking about fundamentals of drawing.

easter artists seems to care to learn how to draw properly.

Cartoons have more style variety than anime.
Reflects individualism in Western art.

I'd say that devolves to culture again. You can publish a shittily drawn cartoon and it might be successful but the same doesn't really apply in anime. I've heard they're way stricter with their standards.

It's closer to not caring about any fundamental in drawing.
