China is collective in the sense that the actions of one person doom or elevate his entire family. They practiced extremely efficient eugenics for thousands of years by holding entire families responsible to receive any punishment or merit.

India's differences are insanely complex, I didn't know that Jains, Hindus, Buddhists etc had so many sub-sections and don't always get along. The best course of action would have been to allow folk religions but impose the same lifestyles, government, etc
