When you elect a politician you're electing a representative, not a professional, the average person doesn't study law or politics it would be like having random people vote in who gets to be a physicist. There's no legal system anywhere that just lets random people vote on laws you always elect a congressman who wants to propose a bill, then the bill either becomes a law or not, then lawyers and the judicial system analyze it to see if it's working. The fact that it uses jurors at all affords the public some input and trust, but jurors/clients are pretty much the majority of interaction lawyers have with regular people.
