'The West' didn't prop them up per se, it's just that Singapore was established by the British in one of the best locations available in SEA, the Malacca Strait. This made their port facilities extremely attractive. The second reason is that Singapore having lots of Chinese made them outcompete the surrounding SEA monkeys.
