yes. not directly due to some lawmaker saying so, but because of the way the electricity marketplace is now. the market price for electricity changes by the hour, or more recently, every 15 minutes based on anticipated production and consumption. you can get an electricity contract, and many do, where your electricity price depends on said market price. every now and then, the price of electricity is negative. on the other hand, every now and then it's also expensive. it's a combination of green energy and the free market

coal is made from plants and is renewable. it's actually a long term growth prospect and uses the very earths gravity to make it dense fuel.

A large portion of Germany's gas, oil, and uranium came from Russia. If you look at the green movement in Europe within the context of Russia breaking off from the west it starts to make sense, they don't want energy dependency on Russia.

I think that wall had to come down around the time the contra affair and gulf war happened. Not sure if it was Germany opting for a temporary solution or Russia trying to make them more dependent on the resources, either way electricity alone doesn't power Germany heavy industry and nuclear could only go so far for them, especially with the bulk of uranium needing to be imported.

99% of uranium mined needs to be enriched. You don't extract fissile uranium from the ground and also nuclear alone can't fuel Germany's love of industry, at least not to the scale it would like.

Almost but the government sold the grid to private investors. So the "transfer fee" for electricity still has to be paid even if the price of electricity would be in the negative. Which means you still have to pay.
