They're spending almost $1 billion just to fix the roof of one of our stadiums that is 50 years old. They can't demolish it because it sits above a subway line and would cost $2 billion to demolish it.

This is more in relation with the image than the question, but back in the 2010's the top northeastern brazilian construction companies and a team of brazilian and foreign investment groups got together to build a whole city in Pernambuco that would've been the first real smartcity in latin america, but them a major corruption scandal got unfolded, It had nothing to do with the smart city project itself but all the construction companies and most of the banks and investment funds related to the project were caught in it and the project got halted pending investigation, then the worldcup came, the governor died in a plane crash, the president got put in a peach, what was left of the money got returned to the shareholders that where not in prision and the project was basically scrapped forever. Only the stadium got built and it serves as rather inconvenient event hall as it's basically in the middle of nowhere.

It's a giant convertible stadium + event center and the tower doubles as rented office space so it would create a vacuum in the eastern half of the city if it was destroyed. There's no other zone free and large enough for a new statium so the best we can do it replace the suspended roof with a solid one and offset the cost by promoting the shit out of the stadium once it reopens.

The inner-city highways. All they did was skew the growth of surrounding cities so now we lose billions of dollars a year with traffic, which makes maintenance shittier and more expensive etc
