Countries formed as a necessary response to other small entities uniting in federations, and things like the EU are responses to other blocs like the USSR having formed at the time.

Italy was fragmented much farther and people could see the Kingdom of Italy as a new beginning rather than being taken over by Rome or Sardinia-Piedmont. The Kingdom of Scandinavia would be seen as Greater Sweden by the others.
Also, there is no catalyst. Italian unification was a means to the end of independence after centuries of being passed around between Spain, France and Austria. If the EU broke up AND there was a war with Russia, the states would likely start to blend together, officially or not.
