It wasnt at least not for the first two centuries. There are documents that show indian nobility punishing low stratum castillians. Nuño De Guzman himself executed lots of castillians alongside lots of indians.
Your jurisdiction mattered more than your skin color. Wealthy indians could live in the spanish republics while poor ameeican born whites would live in indian republics.
During the Borbons, there were attempts at racializing New Spain and implement a English-style colonization but it was not viable. Society was already too mixed.

New Spain was not a colony in the strict sense as settlers mixed with the indians and created a new society. I would say New Spain properly could be defined as a peripherical proto-kingdom.
