Alright, so the Pokemon Anime Discussion Thread on /vp/ has become a serious issue, and it is the main source of clogs in the reports queue. Posters in the thread frequently falsely report and flame each other, resulting in off topic discussion they rarely discuss the Pokemon anime at all.
I'm starting this thread because I'd like to discuss how to resolve issues with /padt/ so that it isn't so much of a toxic cesspool where users feel a need to abuse the reports system and to shit on each other, and I'd also like to catalog prevalent issues in detail. Additionally, I'd like to create a healthier environment where posters actually discuss the Pokemon anime itself instead of going off topic frequently. I do know that some options are to use /vp/ 1 and /vp/ 4 when requesting or placing bans, but I'm not sure if it's enough. Does /padt/ simply need stricter moderation and ban the more notorious posters that instigate shit continually, or are more drastic measures needed?
Some of the more prevalent issues I've noticed are:
1) Waifu and shipping shitposting, where users shit on each other for having a preferred waifu or ship, and other users instigate these arguments to happen.
2) Boogeymanposting, where users accuse each other of being some person like Scott, Duplica, Famon, etc.
Both lead to constant flaming and false reporting.
So what should be done? I believe if we're able to fix common issues in /padt/, we'll see less abuse of the report function by posters, and it won't clog the reports queue as much anymore.

I have a couple of ideas on what to do, but it requires the cooperation and agreement of all /vp/ janitors and moderators.
1) "Reboot" /padt/. Have a public moderator start a new OP, and outline guidelines that posters are expected to follow in the future (e.g., no boogeymanposting). Also have it known that violations of these guidelines will result in swift bans and deletions. What these guidelines should be requires further discussion. Janitors and moderators would have to more closely watch the first few threads.
2) Discourage having a 24/7 active /padt/. Perhaps only allow /padt/ when new episodes are about to air or just aired (i.e., ±24 hours of broadcast). Users can still post about topics around the Pokemon anime regardless of whether there's an active /padt/ thread or not.
3) Create a shipping general. This can contain shipping shitposting into one area without flooding /padt/ and make it easier to deal with. The major drawback of this is that it may not deal with the issue directly, and instead displaces it into a new area. Plus, Pokemon may not have a lot of discussion to warrant a shipping general to exist.
4) More severely punish off-topic posting, flaming, and boogeymanposting. Also requires stricter moderation, but is softer and more discreet and works behind the scenes.

I'm looking for critique, revision, and expansion on my ideas, as well as more ideas from other janitors and moderators. Eventually, I'd like to land on an idea that everyone can collective agree on being the best course of action. I'd also like to know if there are other issues with /padt/ that I missed, as I only focused on the most severe ones that lead to false reports and flaming.

The Aikatsufag

This shitposter was primarily most prominent during the XY era of /padt/ (2013-2016). This shitposter arose because Aikatsu used to air directly before new episodes of XY. As such, the Aikatsufag would frequently flood threads of /padt/ during dead hours or whenever moderation wasn't looking. In order to evade detection, the Aikatsufag would also flood images of Pokemon Performers/idols from the XY Pokemon Showcase/Triathlon arc, or other various Pokemon Coordinators such as Georgia before flooding with Aikatsu.
The Aikatsufag will use justifications such as Aikatsu being "honorary on-topic" and falseflag complaining about moderators for not doing their jobs. Aikatsufag's posts will often go unreported since he floods so fast, so a close watch on /padt/ is necessary.

Reminder: All Aikatsu posts in /padt/ are off-topic and should be ban requested for /vp/ Rule 1 and deleted on sight. If there are too many posts to handle, or if he is trying to evade detection, ask a moderator for help!

The actual Duplica is a well known ban evader, however, other imitators may employ similar tactics.This style of shitposting occurs most frequently on Sundays starting around 7:00 AM GMT, which is during dead hours for moderation. It primarily consists of falseflagging and triggering flamewars between XYfags and SMfags, as well as frequently starting new threads before the newest thread even reaches bump limit. Duplica may make minor edits to the OP copypasta in threads started by them, and complain about it being different. Additionally, they'll try to get users to move over into new threads. Such edits may include "[SS] subs are easily available on the usual sites. [PM] was subbing SM, but their releases never really happen anymore apart from the Pikarla episode."
Duplica will also frequently reply to their own flamewar sparking posts, either in agreement or disagreement, or both, and will often mass reply as well. Duplica may also accuse others or even their own posts as being Duplica. Duplica will most often pose as an anti-XYfag, an XYfag, or as a Serenafag. No bias exists in Duplica's mind, their only end goal is to cause as much chaos as possible in /padt/. Their signature catchphrase is "That time again, huh?" (1/2)

To the average user, it is extremely difficult to tell what posts are or aren't Duplica posts, however, to Janitors, it can be simple. If one of their posts is submitted for a Ban Request, all their other posts under the same IP will say "[1 pending ban request]". When this happens, let a Moderator investigate and wipe all their posts, as they have tools that allow them to see what IP posted what post, as well as an archive of their recent post history.
Note: Though Duplica will most commonly post under 1 IP, they may (rarely) also post under multiple IPs, which can make detecting Duplica posts a bit more difficult.
