Because as a user, moderation barely seems present. You constantly see shit and NSFW threads on SFW boards with 200 replies. Also, some users probably assume jannies/moderators browse the boards and remove things as they pop up, rather than spending most of their moderation time responding to reports.

They are right to assume so to an extent, I usually quickly look at the queue and jump to the board to moderate, but I am a single board janny so can't tell much on this

Most jannies probably just respond to reports, which is why "clearing the queue" is such a feel. A crowded queue just means a bunch of threads have been sitting around so long, that anons have reported it. Before I started jannying I never bothered reporting for the reasons stated above.

I report any stupid shit I see. First thing I notice when I started jannying is that as I respond to reports, they're actually pretty few, but knowing my board, there's garbage cropping up elsewhere, so I pretty quickly took on some more proactive approaches.

Scrolling through the catalog to see if there's any glaringly obvious shit threads, peeking in on the kinds of threads typically attracting certain 'trouble', and having some words and phrases bookmarked on archive sites as to more easily find certain shit which doesn't get reported, especially certain habitual shitposters.
I don't have the time or energy to go through those routines every day, but I'll always respond to reports multiple times a day, and every now and then do a "medium" sweep.

The occasional hour(s) long sweep involves plain strolling through every thread in the catalogue to make sure there's no stupid shit going on which isn't reported. This of course isn't realistic on a fast board.

if you're looking to make a difference on unreported threads on a fast board, might i recommend sorting by creation date? oftentimes you can get in to handle a shitty thread before it ever even gets a chance to get off the ground

I know EXACTLY what my boards' garbage looks like because fucking nobody was doing anything about it, hence why I applied. /o/ has a long standing manual transmission vs automatic troll. He was never dealt with prior to my jannying.
