I really like all of the mobcaps in the series, which is funny because I struggle to find examples of them working on anyone in real life. They work well for the eurohus, in any case. I also really love hats that aren't really hats, they're great: Chima's hairband along with Ellen's and Youmu's ribbons are perfect examples of that. Rimmed hats like Elly's, Rumia's, and Renko's are really cute, classy and elegant too, they're ladylike in a way that the mobcaps aren't.

I want to quickly mention the daoists' headwear and Byakuren's cone before I move on, because... I just think they're neat.

Another vote for Heca. I might go overboard here and pan her whole design, because it don't feel like Touhou to me. She feels like an eternal newhu, she (and her hat especially) stick out like a sore thumb in my eyes. Other than that, I can't think of anything I dislike. Touhou's a pretty game with pretty characters through and through, everything grows on you sooner or later.

To begin, the hat is elegant without looking too old-fashioned or being associated with old age. Its wide brim makes it rugged and functional, a adventurer's hat. The brim also hides part of the face, making its wearer seem more mysterious or reserved. The rather plain but noticeable decoration of the hat makes both the adventurous, boyish interpretation and the lady-like, mysterious interpretation work in the proper context, making it a uniquely versatile hat.
The hat's black color makes its wearer appear modest and somber(misdirection, in the case of this hat's wearers), while the white band and ribbon add a sense of delicateness. For Sumireko's hat specifically, the pattern on the ribbon shows her eagerness to stand out and express herself, also portraying her as childish, when compared with Renko's mature contentedness with the plain while ribbon.
Lastly the hat connects multiple generations of the Usami family, making it either a family heirloom or a fundamental trait that Usamis of all generations gravitate to in a sort of eternal return.

I recommend you try and draw her hat on-model.
I didn't care for her hat one way or the other until I drew it. Seeing all the different details it has made me fall in love with it. It is also based on real ancient chinese hats, which I think gives it a certain value, and it as that funny emblem that looks like a pair of scales on the front, which I think is awesome.

Tokin hats! Blue ones, purple ones, red ones (especially red ones)! Iconic, elegant, suiting Touhou by being eastern through and through, but at the same time not taking too much space and focus; tokin grabs your attention to the head, but then yields that attention to hair and face without necessary fights, which I find as a good balance (that's why red is best for tokin, being a color that stands out when used only as a smaller touch). I can't tell however if I prefer tokin with pom poms or not, it depends on depiction.
In similar vein, many accessories that are not exactly hats are great in my book. Shoot out to chick's nest on Kutaka's head.
I don't have any hat that I particularly dislike, even Hecatia, while on sillier side, isn't that bad for me. However, between two big groups of hats that I'm neutral to, those two being hats with brim and mobcaps, former wins decisively.

I like the tokins, although I'm not sure if it is because of the hats themselves or because I'm interested in the history of religions.
My favorite is the red one, but that might only be because I associate it with Aya, who has one of the most well balanced designs in terms of details. That is also why I don't like the pom-poms. I think Aya's design is a great example of the use of minimalist shapes and colors, and the pom-poms somewhat break that.

I would say they're very big parts of certain characters. Some hats are so strongly associated with their images and identities, that taking it off can feel like either admitting defeat or self-loathing, like they don't even want to be "themselves", like they want to distance themselves from their own perceived character. Just me? Picrel Marisa (the poor thing) wouldn't look this sad and pathetic with her hat on; the hatlessness adds something to it.

Tengu robes would look simply silly with a brimmed hat, those doesn't mesh well. The classic newsboy would probably look awkward, not because it looks bad, but for the reason that the cap is a part of iconic look. The alternate LE disguise would look good with a hat, I think.
