Regional Prompter and Latent Couple are the same thing, but Forge Couple is a little more user friendly. There may also be webui compatibility shenanigans depending on what you're on.
Tiled Diffusion is something else. tl;dr: supposed to produce images of higher resolution than supported by SD by tiling squares with the same prompt over and over. Tiled VAE helps your VRAM capacity by "resolving" the image from latent in small tiles rather than all at once. There should be no need to install it, though, as most modern webuis come with it bundled by default (as "Never OOM").
