Would they, though? Classical youkai are usually monstrous and frightening demons that eat humans, but Touhou youkai generally just look and act like eccentric humans, there's no reason to think they would have a radically different view on relationships than a human

It's the lesser, beast-like youkai that do most of the man-eating, the human-looking ones mostly just threaten to eat humans either as a joke or to extract fear from them

There's nothing anywhere to suggest that Kogasa eats humans, she needs fear, just like any other youkai, but she only gets that from surprising people, which only nets her a tiny amount of fear

If she wanted to eat humans she certainly could, but I think she just really doesn't like scaring people, she might be a youkai but that doesn't mean she has to hate humans
