Which touhou characters would make the perfect duo? I think Eiki Shiki and Satori Komeiji would fit pretty well with each other, you get the former's impeccable moral clarity and the latter's psychological insight.

Actually now I think about it, Seija can be paired with a lot of 2hus for interesting combinations:
Seija + Rumia (manipulating darkness) = manipulating light
Seija + Flandre (ability to destroy anything) = ability to fix anything
Seija + Yamame (ability to infect with any disease) = ability to cure any disease
And so on

Sanae and Rika. Sanae, being a STEM nerd, would likely be thoroughly impressed by Rika’s ability to make tanks and other heavy machinery without outside world tools, technology, materials, and knowledge. Rika’s dialogue implies she has a massive ego, so she’d boast about her genius and her mechanical accomplishments. This would encourage Sanae to turn Rika onto real robot mecha shows like Gundam, as real robots are little more than bipedal tanks, which would be totally up Rika’s alley. Rika would naturally question the practicality of legs over treads or flying, but upon Sanae’s explanation that the Rule of Cool rules all I think Rika would gladly take on the engineering challenge of making real life mecha. I can easily see these two watching anime, playing games like Armored Core (Rika always makes tank builds even with OP-I on), and taking their tanks/mecha on joyrides around Gensokyo.

I don’t know if this is a perfect pairing, but it’s certainly a great one that comes out of left field.

No, but it's the only reasonable conclusion given that her profile explicitly states that she didn't have the power to achieve her goal of upheaving society and make the "weak" dominant, which is why she took advantage of the Miracle Mallet.
If she could just flip the concepts of weak and strong she would've just done so, but the most complex thing she can do is flip the player's screen, which is still pretty physical.

Another unusual one is Sagume and Satori or Koishi, purely because satori can read minds and allow Sagume to say stuff through them that she could never say herself. Hell, if Sagume is particularly bothered by her ability, maybe Koishi will open her third eye to help. Koishi was hated for her ability, but it would be interesting to put her in a scenario where someone would actively benefit and appreciate her if she had her mind reading.
