Did you know? ZUN had ideas for Rumia's battle that would feature dark bullets eating the light or darkness appearing and covering the screen. He didn't really know how to properly execute these ideas until he used them with Mystia.

The thing with the youkai of gensokyo, is that while they look cute and friendly, its in their DNA to hunt and kill humans like you. Realistically, would any of you weep if all youkai were genocided? I wouldn't, they were good fap material but atleast i still would have reimu and kosuzu.

My head cannon is that rumia likes to act clueless and weak to draw people in to eat as underestimating someone even if you know they are dumber than you is an easy way to lose and would induce the most fear

Showing how war the kid seems to be from the village, its fair to assume he was abandoned. Its a normal practise in extreme situations for parents to leave the weaker child somewhere so the they can better provide for the older and stronger one(s). Rumia knew what was going on, and she acted accordingly. You might argue about the killing method, though, a neck snap would have been more instant and merciful than painfully crushing him into rocks repeatedly, but its not like humans also go for painful killings towards small animals without need. Everything's balanced by nature.

Also, Rumia is a kind girl more than happy to drift about and feed on the latent fear energy of the land. She's much more interested in friends and play.

The outfit isn't that festival-ish (although its lenght might imply that it is one), and the toy is also not that unique of festivals. If we take that Rumia isn't a pretty active predator, rather waits around for opportunities, and that she operates far from the village, looking for outsiders, then the poor kid was left to his luck.
That aside, reading your theory made me think that maybe the unfortunate parents leaded the poor child to a supposed festival in the middle of the woods, and the rest is history
