Having another freeloader at the shrine doesn't actually change things much. Especially now when we see ZUN just straight up not include characters if they'd be inconvenient, like half of Myouren Temple not being around in CDS and Aunn not being at the Hakurei Shrine even though it literally gets destroyed. Mizuchi could be living there full time and still randomly not show up in things.
