I feel like anyone competent enough to understand the lore on a non secondary level is probably also not the type to be able to compose themselves properly into comprehensive video form. It takes a certain level of presentation and charisma to get things across without it just being someone rambling for a video's length.

The gameplay challenge videos this guy has done are alright.

Otherwise I only really watch Jaimers' gameplay videos when they pop up, and despite not being a 2hu youtuber exclusively, I sometimes use this video as background noise because he has a pleasant neutral voice and doesn't try to be funny, just very straight to the point. I sadly know some people that are into things like fumos, but don't even listen to the music, arrangements, engage with any kind of doujin content and are clearly just in it for the fumo trend. Not even the fact it's Touhou, but the fumos specifically, I doubt they could name more than 5 characters. It's so bizarre to me. You would think they would be a gateway into the franchise thing, not a point some people stop at.
Funnily they're also the politically vocal types. I'd also consider late 2010's Momiji posters tertiaries on that topic, but mainly to just outright insult them, but also because it was clear after a point she was just being spread around as some random anime girl to half the people posting her.

I am going to be honest, I wish there were good 2hu western channels. That partake in the lore properly and explain things and even sometimes make non-biased tier list. But channels like GensokyoChronicle are bad at lore, even Redditors admit it.

The unique good channels I have found where on the Spanish side (Learning Spanish paid-off) From a channel called "Ayavami", "Ayanami" or something like that which had a pleasant way of narrating the lore of the 2hus, the unique problem was that he was outdated.

While the nips do have an absurd level of throughput compared to the west, making it relatively easy to find content to actually enjoy, there's also just as much trash to filter through as well. Especially when these problematics nips are the reason you get problematic secondaries in the west, since for some reason they're the ones that get content translated or posted around constantly. I prefer the spanish side because I speak spanish first, and so I get the vibes better, but I like both.
There are no women in Touhou, and if they are, they sure as hell arent making YT content.
But if I had to answer your second question, Id say the spanish side by sheer probabilistic chance, mainly because its pure latin american people (spaniards are too busy with God knows what to Touhou), and latin americans are conservatives more often than not and due to the godawful living conditions take everything as a joke and not that seriously, so if they are into Touhou they are into it because they like it, not because they like the attention that it generates (none, what the fuck is a Raymoo).
Although to be fair, Ive been getting into the spanish speaking side more these days because the english speaking side is fucking dying for some reason, I might have to actively search for it, but theres barely anything made on that front.
