Is being a gravure idol not being a viable option anymore? I see that girls from the old guard (Jun, Marina, Saki, Suzuki Fumina, etc.) are still there even after 10/15 or sometimes even 20 years. Yet newer girls barely last 3-4 years on average. Even Hina Kikuchi who looked like the defining idol of this era is pretty much out of the game already. Is it because Fantia, Candfans and the like have removed the intermediaries, or because gravure is seen as a lowly form of entertainment even worse than before? So my theory is basically that there isn't much money in being a "gravure idol", unless you're top of the tops. For both the idol and, importantly, the agency in charge of her.
All of the older models you named were very active early in their careers in terms of IV releases, and some are still putting out movies on a regular basis. IVs, in the early 2010s before digital distribution took over, were probably the main source of revenue for a gradol, hence the trend of a DVD selling for ~¥3000 and a Blu-ray for ~¥6000. Clearly there's a lot of baked in profits in those prices. The average IV can't cost that much to shoot- barebones crew, shot in 3 days at most, usually in some random seaside town at a house the studio owns.
In the new era of gravure, the most popular girls simply don't make IVs, maybe a dignity thing for the models but also I think they just represent an expense that isn't worth it to a studio as much. Someone like Hina, of COURSE, would have the top selling IV for the year if she did a proper one, but what's the profit when it will be sold for under ¥2000 on TokyoLilly within 2 months? Especially if she's so popular her base pay is high? The money is in physical releases but wota wised up enough that IVs aren't even put on Blu anymore. There's not much worth in owning a physical good just for the sake of it, if the video will be available forever online.
Hina is popular enough that she could have probably kept milking the magazine circuit for several more years, and surely her former agency would have raked in cash, but eventually that dries up and most of these agencies are then left thinking "We have this popular idol just sitting around for months at a time... Why don't we get her to make us some money," which is why so many famous girls today are basically tarento or straight up idols. You figure they get asked what they'd like to do besides modeling, and the manager gets it set up. Otherwise you end up with situations like Aika, who through gross mismanagment across multiple agencies, was taking long breaks between shoots with nothing to do and forced into acting roles she hated/sucked at.
In the case of Hina or Aika, they are so popular the agencies will play along mostly, but they can also do whatever they want for the future. Hina was able to purposely pick a fashion modelling agency that would still allow her to make gravure, because that's what she wanted to do. Aika was able to sit down with her manager and firmly state she didn't want to do acting anymore and they needed to find something else for her to do or she'd quit-- hence, the racetrack job.
There are still plenty of IV releases and talents these days, but the system is just very different. Those girls are either doing something else at the same time, or are grinding away at photo sessions, fanclubs, meetups, pachislot promos, etc... and few are signed to big agencies anymore. There's become a very clear divide between "IV gradols" and "magazine gradols", to the point that most cover girls won't have an IV to their name. Meanwhile IV gradols won't ever be on or often even in magazines, unless they're the aforementioned old guard... Weekly Post is the best they can hope for.

Which, to the original guy's question-- the money is in fanclubs for a lot of models. All of the IV models I can think of run some kind of FC, which is great for the agency since the money is coming directly to them without having to be divided among publishers. It's like streaming, the money was drying up through the old ways of getting media, so the companies that make the media would rather eake the money from fans directly than have it split.
