That completely depends on sanctions configuration, but IMO not likely.
Yes, lifting the sanctions off Belarus while keeping them on Russia could be a partial concession to Putin. One of US wargames premised on "Russia uses a tactical nuke on a non-US NATO member like Lithuania" played out with US nuking Belarus as a way of hitting a Russian ally that is not Russia outright. So the reverse could work too.
On the other hand it would be a boneheaded move from the sanctions avoidance perspective. Russians used and abused the Belarusian route for sanction bypassing in 2014-22 with impunity ("belarusian shrimp" was a meme in Russian internet for a little bit of time), because Belarus is in terms of foreing policy quite firmly under Russia's thumb. So lifting sanctions on Belarus would effectively amount to lifting them on Russia, not merely a concession.
The only way this dependency changes is in two scenarios. (A) Luka is no longer in power or (B) Luka does a total 180 and backstabs Russia. If it's (A) it's too unpredictable to call, anything could happen to Belarus from annexation by RU to the Kalinouski regiment dashing to Minsk. If it's (B)... it's feasible but not with Russian military stationed in Belarus in the numbers they have been for the last ~7 years.

Luka dying is not "collapse of Belarus" as much as "disappearance of Belarus as we know it". Many things could happen. It could go to his older son Assad-style. It could be a KGP coup. It could be a Ukraine-sponsored Kalinouski regiment/Atom detachment coup. All of these would result in Belarus being on the map still, but becoming a very different place, because of just how much Luka's... special foreign policy (popularly called "sitting on two chairs with one ass") defined it. What would really be collapse is the geopolitical balance changing such that it no longer sits in the buffer zone between Russia and the EU. Belarus does not have any meaningful exports to speak of, no natural resources (OK, potash fertilizer, Belarus is 20% of the global supply, but potash is not uranium and not oil, you can't build an economy on it) and no meaningfully taxable human capital. The only thing Belarus could sell is its geography: either the service to Russia of being a buffer state, or service to NATO of not being a Russian buffer state. If that balance shifts (realistically, the only way for it to shift is by Putin being replaced by someone more agreeable to the West) there's no need for a middleman.
It's sort of like Belgium's only claim to fame being a battlefield for Germans and French, except Belgium also has a port and is industrially developed. There is nothing like that in Belarus.
