They didn't have hangers because they're poor but there were also rules for visibility. Until recently nuclear capable craft were supposed to be kept out in the open whenever possible so that the opposite side could verify from space that you weren't exceeding the maximum amount bombers.

This is also why some deactivated nuclear bombers on display outdoors have parts of their wings/empennage removed

"National technical means" is inclusive of more than just satint, especially by the time of New START. That says nothing that hangers are not a full impediment to SATINT. This says nothing that hangers could be used for something more than monitoring impediment. This says nothing for hangers that could be constructed in such a way as to not interfere. This says nothing that Russia was already using hangers. This says nothing for Russia having willfully withdrawn from the treaty several years ago.

Other than the B-2s, which required climate-controlled hangars to reduce maintenance costs for their first-gen RAM, there simply aren't enough hangars at any airbase in the US to hide the fleet from drones; the only options would be to quickly build a bunch, or to disperse the fleet to civilian fields in order to use commercial/private hangars.

Launching/stacking up multiple squadrons for each strike package is a huge pain in the cock, they place a much heavier load on AWACS, and it's not like using the fighters will save any money or effort on SEAD either.
