Interceptor missiles have a really short shelf life, since we are 3 years into SMO, the pantsir missiles are probably from an older stockpile.

the speed is about right for iskander when you compare them to the patriots; both are going supersonic (iskander and kinzhal both slow down to supersonic speeds during terminal). russia isn't really shooting any other ballistic missiles than those two.

Not really. It was post WWII fad.
These warheads were tested against B-17 and such (there were thousands of free hulls lying around) that had load bearing skin, cuts across skin destroyed structural integrity of the wing and rods were very effecient against them.
But then aircraft changed construction to box spar wing (like in B-52) and plates of such spar are to thick to cut effeciently. So after initial adoption by inertia continuous rod warheads fell out of fashion.

They were supposed to have very capable AA to counter NATO air focused doctrine but it all sucks hard. S300 being the most usefull of the bunch. Tunguska, Shilka, Pantsir, S400... It all barely works.

They were wasn't "assigned". It was garage coops. People joined coop, it received land plot rent from towns authorities and they build garages on that plot for co-op members for their money.
Soviets lived in commieblocks, those didn't have garages so it's either parking on the street or that garage co-op.
Soviets didn't like to park car on the streets:
1. Theft.
2. Bad anti rust protection of Soviet cars + wet snowy wintes = car rust and Soviets expected their car to serve decades (muh precious treasure).

That garage co-ops had entire layer of their own culture (where is father of the house on weekends? Well he is in garage "working with car" aka drinking wih buddies ).

Today garage coops fell out of favor. Cars are more resistant to rust, they expected to serve less time, land is expensive, richfags can have mansions with their own garages. City folks just park cars near commieblocks on streets and drive ways now.

It usually depended on how rich your region was.
The nicer parts of the country had "key built" commie block apartments that were ready to be moved into right away and often came with their own assigned garage.
The most dilapidated parts however had the apartments in various kinds of "semi-finished" state for years, sometimes even decades after the people moved into them, and you were lucky if you received a lot where you could build your garage.

But IMHO this is the main issue. Most other crap AA systems were called out, know to be the crap they are and looked to be replaced. Russians would never admit that. They'll double down on arguing how advanced their WW2 turrets on cold war truck is and build a thousand more just to pretend how good it is.

Our commieblock had ONE garage outside of it that I had never seen opene in a decade. No idea who it "belonged" to, if anyone.

Meanwhile, there were entire areas zoned and built for nothing but garages like that. Friend of my Kum's brother's neighbor's cousin rented one out and and used it as his workspace for his spice and dried onions product packaging and distribution business. It always smelled very pungent in a nice, AVALANCHE OF BLACK PEPPER IN YOUR FACE kind of way but I was a kid and anything stronger than vinegar made me cry.

Not really the same thing, the stinger has about half the range, although it is much more likely to hit its target.

NATO and their allies do have SAMs with similar range as the Pantsir, although they're usually multi-vehicle complexes.
