Ukraine is under military law, potential saboteurs cannot freely travel between cities like they can in Russia or Iran.

Laser guided weapons put you in range of ground based air defense. Ukraine's air defense systems receive targeting data from NATO AWACS which allows them to be used for ambushes. So the Russian jets use glide bombs for most targets and try to fire the Kh-31 if they detect that an air defense system turned on.

Do russian bombs have that? The comparison is totally valid then, exactly how Israel or America (with JDAMs or whatever) actually accomplish reliably and repeatedly achieving a reasonable CEP and carrying out attacks that actually accomplish real useful military objectives is almost besides the point if Russia can't do it at all.
