That is victory. They don't want Iran to have nuclear program. Consistent decapitation strikes and destruction of facilities is Israel's goals. If Israel wanted to do more, they'd do more. Same with Iran. If Iran really wants to wipe Israel out, they'd target military C&C centres, air bases, army bases, FOBs etc etc and launch a ground invasion and hope the other Muslims come join in. The Israelis would take it the ports to starve Iranians into riots is the short answer. Without power to refrigerate food and cook dry food they have issues. Take out the ports to keep things like food from coming in, can't make money, can't get refined fuel in, etc. the Iranians have kind of a centralized port industry. If you take out some of the larger "cranes" you basically turn unloading and loading down close to zero. Maybe 20-24 of these things that actually work for the entire country.
It's not a hard country to topple if you have control of the air. It's like Moscow and all their centralized systems. But only 4 or 5 true cities that have to work or the rest don't
