In extremely rough terrain and in snow for movement only, as you depicted in the picture. There is no use for horses in combat anymore since they make you such a large and unprotected target.

Logistics and maybe transport in some select, specialized regions. Never for combat. Assuming we are talking about moderately modernized state warfare, of course they could be useful in small scale engagements with irregulars.

Considering the cost of rebuilding the logistics system to support a large number of war horses, it is difficult to break the unification of vehicles.

They were using horses in Afghanistan as it was the only way they could move around outside of walking in a number of cases.

Poland uses them for border patrols, better in mud. Crowd control is obvious, i suppose occupation duties would fall into that, but direct combat would be suicidal and retarded.

Near Toungoo airfield in central Burma the 60-man mounted patrol mistook Japanese troops for Chinese ones and closed with them before realizing their mistake. Most of the patrol (including Sandeman) were killed in what was probably the last cavalry charge by a force under the command of the British crown.[2][3]
