I feel like that's pretty clearly a glide bomb, probably an SDB given how limited the damage is, from how you can see the wings and where they hit the plaster as well as the size of the wings. An ATGM isn't going to have a delayed fuse where it detonates after impact like this one pretty clearly did if you look at the size of resulting hole compared to the amount of damage to the apartment, but I'll freely admit it's all supposition.
