Authoritarian political structures post 1900 are rotting piles of back-stabbing, clique shit, graft, and outright theft of governmental resources specifically because those were the means by which the structures were established and thus their very nature selects for those traits in those who effectively become the nobility. The reason they are bloated inefficient messes who put on airs of efficiency is because that's what everybody is doing individually within the system itself. The system wasn't made by an Alexander, Caesar, or Napoleon who for any of their other flaws were capable administrators who did rule top down. They are created by slimy faggots who slinked their way to the top. A country ruled by a coalition of warlords for example would look very different.
