Oil infrastructure is known for being many things but inexpensive, easy to replace, and hardened against explosives aren't any of them. It's also, by the nature of scale, extremely centralized in highly complex stationary structures. Iran can try and play that game but since Israel can simply decide that they don't want them to have any shipping terminals or pipelines anymore and can actually make that reality inside a few days that goal is off the table.
