Otherwise, you're stating that you it's impossible to have 24/7 coverage of a specific area without simultaneously having 24/7 coverage of the entire planet which is false. I think what you meant to say is that satellites revolve around the earth such that you need other satellites to cover that same area in the time in which the other satellite isn't.

A satellite that can track aircraft would have to be in a low orbit and will thus be travelling very quickly across the ground and will require a large constellation to achieve coverage.
A satellite that can linger over and scan a large region in real time would not have the angular resolution to detect a target the size of a bomber.

Sure, B-2 is stealthy but it's not an alien tech - if you fly it right above the SAM, it will get fucked and you can't deliver MOP from a standoff distance.
Hide your radars and illuminate enemy jets for a brief second, then hide again. Dismount radar systems from some of your fighters, load them into trucks and do the same to increase confusion. Purposely let the enemy operate freely in some area, then launch a missile or two and hide for another week. Spam decoy SAM sites. Do whatever you can to keep up the illusion that you still have at least minimal AA capabilities.

Orbits like this still precess across the surface, in addition they require frequent station keeping maneuvers. Feasible for a handful of navigation satellites, not so much for a surveillance and tracking constellation.
