It's quite easy. Ten meters of reinforced steel would (very likely) defeat it. Concrete is really bad at protection because it is extremely fragile. IIRC it could only penetrate 10 meters of high strength concrete.

Orbits like this still precess across the surface, in addition they require frequent station keeping maneuvers. Feasible for a handful of navigation satellites, not so much for a surveillance and tracking constellation.
