How effective are cluster bombs in built-up areas?

Fragmentation bombs are less effective in attacking cities, and cluster incendiary bombs are not heavy enough to penetrate the roofs of stone or concrete houses.

Depends on the goal, clusters followed by incendiaries is a great way to start a firestorm in western cities with tile roofs and wooden structures.

sheltering in the basement is only possible if you have to do it occasionally, but kiev is getting bombed so often, youd have to move into the basement permanently. thats not practical. you also have old people who may not be able to use the stairs.
