Will a superweapon on par with or exceeding the capabilities of nuclear weapons ever be developed? How would the modern world order react to a paradigm-shifting weapon like this? Do you guys think the US, Russia, or China are developing such a thing? Is it even possible?

Who knows? It might surpass Metal Gear.

The project's huge budget cannot be hidden in a healthy democracy.
But in an unhealthy system, the budget would balloon without limit and spoil the country.

Sure, why not? At the very least you could have incredibly refined weapons a la ripple (Dominic Housatonic).
