I'd embark on a multi-decade quest to democratize and liberalize the nation under a robust constitution that affords rights to all. First I would downsize the military, quit the proxy program, purge the IRGC and swear off the wasteful missile- and niclear program. I would align Iran with the West and start weeding out corruption once at least some semblance of an independent juridiacy is established. After corruption and abject poverty is reduced and the economy is sufficiently diversified and modernized and once I have built enough trust and cooperation with partners in West, I would build a modern Defence Force dedicated to Iran's defence, without kneecapping my economy in the process. In the latter parts of the program, I would look into getting my own MIC started with tech transfer, once the western partners trust me enough and do not think that I would attempt to invade Iraq, destroy Israel or fuck with the Strait of Hormuz.
