The building code. Hi-rises have incredibly strong windows so they aren't constantly being fucked up by storm debris, and so that falling glass doesn't present a safety hazard to people below if someone throws a chair in a heated office debate. Breaking one is not trivial.

There's that famous anecdote of an exec that liked to show off how strong the windows on his building were by running full force into them. It eventually failed because repeating the stunt for years and years had weakened the seal holding the glass in place and he went out the side of the building with the intact window.

All that to say, I wouldn't count on it in an emergency.
