Even if we assume the report is accurate, it doesn't pertain to the effectiveness of the MOPs. The chief claim is that Iranians moved all of their uranium and that there are other facilities that weren't targeted. It is probable that the uncertainty around everything is part of letting Iran save face, which was likely one of their demands in negotiations. The odds that US and Israeli intelligence were unable to track a handful of vans that ferried away the uranium in the days leading up to the strike is very, very low.

I already saw oil up to 3.29 when it had been around 2.99 or so when I fueled up right before the Israeli strikes, so I am glad/hopeful his efforts arrest the spike.
