If you try to bum rush an enemy that has air superiority with tanks, you will soon not have any tanks to bum rush the enemy with.

No, you need strategic anti-air and an air force of your own. The goal is to force the enemy to work around your air defense, not deny their aircraft completely. Then if that fails you employ guerilla tactics and live in caves for 20 years until the invading force gets bored.

Defenders of course have an innate advantage here, so it’s possible to pubch above your weight class, so to speak.

to properly bum rush you also need to have good opsec otherwise the CIA just finds out and laughs at you try to be sneaky.

If your missile spam can't counter their air power you haven't spammed nearly enough missiles.

The problem with trying to shoot down aircraft from the ground is that you are more or less stuck in one spot when the time to start shooting begins while the other guy in the air can effectively come and go as he pleases. You will always be in trouble as the one who cannot dictate the flow of the battle, the same way that holds true for the slower aircraft with worse weapons and sensors in the air trying to fight a more advanced aircraft
