Pretty all encompassing force and material modernization efforts, but I highly doubt many will sign up as wages wont be able to compete with regular industries, even basic menial jobs pay better. There's a project for a service year after highschool, and actual military personnel only stands at slightly above 35k with 10k job vacancies some short years ago.

Defence spending increases are mostly a joke
The Dutch spend 22 billion euro a year on defence (2% of GDP)
They should be spending at least 30 billion, actually more given that Europe is now in a low-intensity war (3%)
At least 10 billion of that should be spent on salaries and benefits
If soldiers were offered €100,000 a year they would be fucking lining up to enlist
And you could recruit 100,000 of them as shrimple as that

This is just an extreme example, as you'd have them lining up at just €70,000 a month given that the average Dutch salary is about €45,000

it will cost them probably about trice as much to field one rifle man as the Poles due to higher wages, higher social security ect.
IT would make a lot more sense for both them and the alliance for them to focus and specialize on their navy and support roles.
Getting a dutch divisions (like that would ever happen) is just a massive wasted opportunity.

Because our task within NATO isnt especially army heavy. We are expected to do home defense, support 1-2 panzerbrigades, and a marine contingent. Our role is more air force and navy. We have 60+ F-35 and 30 or so Apaches. We will mainly be investing in frigates, AA and airforce.
