For those who don't know, ChenChens were given full immunity from civilian police when Kadirov bent the knee and brought Ichkeria to heel for Putin.

Throughout the 90s the Chechens tried to separate from Russia. Chechnya declared independence in 1991, and factions among them spent three years fighting with each other over power in Chechnya from 1991 to 1994.

However, the Russians really had no intention of actually letting Chechnya break off, and continued funding warlords and extremists within Chechnya, resulting in the nascent republic being extremely unstable, violent, and crime-ridden, and also engaging in all sorts of terrorist attacks across Russia.

Finally a Chechen general (who may have had a secret agreement with Putin to do this) invaded Dagestan in 1999, which triggered the Second Chechen War. This time the Russians did a lot better, and they swiftly crushed the Chechens. A Chechen politician and the head religious leader,a guy named Akhmad Kadryov switched sides and cut a deal with Putin to become Putin's puppet in Chechnya.

The deal was that as long as Kadryov clamps down on Chechen separatism from Russia and stops the terrorism, he could do whatever he wanted to internally, essentially rule the place as his personal kingdom, and the Russians would support him militarily. Akhmad Kadryov then got assassinated in 2003, and his son Ramzan took over. Since then, he's been running the place pretty much according to the deal.
