It was meant to be carried in lieu of a rifle, used "offensively" rather than as an emergency defensive measure. Like with a regular pistol you whip it out if your rifle goes down or is too overt, but the Mk23 was supposed to replace the rifle completely in certain situations.

it's also a navy designation

it was made for seals to use otb at a time when handguns were just thought of as 'defensive sidearms' or backup weapons, hence the 'offensive' handgun branding
but apparently they just used it as a sidearm and then complained about it being to big, so it makes you wonder who requested it in the first place

It was an "Offensive Handgun" concept which SOCOM had thought up, and they held trials for it (which Colt flunked, and H&K aced), but the actual parameters and planned purpose of the OHWS didn't end up really making a lot of sense.

In the end, these pistols were not used by that many people, just because it was just kind of unnecessary to most of them.
However, certain groups of amphibious operators, people who were actually expected to spend a lot of time in the water, apparently found that they liked the Mk.23 a lot because the Mk.23 is actually so fucking tough that it can tolerate you cruising around in deep saltwater with the thing for days and still keep working, which the vast majority of service pistols aren't really fit to handle.

The idea was sound, its just that the MP7 is a better manifestation of it. The Mk23 is fundamentally an early 90s gun, where a lot of the units involved were still using riced out 1911s and stopping power was still dogma, and in that sense insisting on .45 for your standard suppressed pistol is pretty reasonable. Its only in hindsight it seems goofy, because we have so many alternatives now.

I feel like if HK had of made the Mk.23 select fire, given it an extended magazine, and thrown on a polymer detachable stock it would have been a game changer for the weapon.
A true Mk.22 successor and a much more usable weapon overall for the roll it was meant to fill.

that's not true. it's everything they claimed it is, and made it to be, and it's a marvel of craft. the army just did not need 250,000 of them. they're still what they are, which is desireable for a lot of reasons to a lot of people. as far as military handguns go, not counting executions, it's done a lot of work in a lot of different situations, because it's remarkably reliable. it really is remarkable. i can make almost any handgun malfunction in at least two or three different ways by riding the slide wrong, holding it wrong when i shoot, or something else. you really can't make a mk23 malfunction. the bullet just always finds its way in, the slide always closes, the round always ignites, it always ejects. you know how ejecting rounds and catching them is fun? on almost any handgun, how hard you reciprocate the slide determines which angle the bullet flies off at. with the mk23 *the bullet always goes the same way no matter if you rack it slow or fast*. the only other gun that has the same magic cycling qualtiy i've ever seen is a Nylon 66.

The only metal that would make the design more rugged is steel, and with a pistol that size, you're going to be carrying over 3 pounds of gun around if you want that metal frame. The polymer frame is sufficient and the gun does what it needs to do.
