Slight correction. Neither short-barrelled shotguns nor AOWs are strictly illegal. What they are is heavily regulated. But it is still lawful for an FFL to manufacture new ones, and they do from time to time. The only NFA item to which there can be no new additions are machine guns, thanks to the 1986 Firearm Owners' Protection Act.
