To be fair, nothing the Soviets had should be judged based on their use/non-use because the they never had a chance to use them. That's not to say ekranoplans are good, but rather the argument based on usage is false on its face. I'm sure the plan was to use them if they needed to invade via the Baltic or North Sea.
And Russian naval assets in general are shit, which is another reason to be at least generous with the concept.
