the alternative would be to greatly increase the ballistic missile forces, build thousands of jericho 4 with non nuclear warheads. maybe bunker buster versions too.
build thousands of cruise missiles like modernized IAI HAROP. basically instead of bombers make the bombs fly themselves. but this seems less economic and effective
