OK Chang I'll bite. A nuclear strike, because in order for this scenario to be even plausible requires the almost complete destruction of both the USN and USAF. The US isn't going to suffer those kind of losses and then allow a fleet to come close enough to the mainland to launch strikes. If they have no conventional options left, they simply declare a line of longitude and say anything operating beyond that point will be nuked without warning.
