This. Slap together a magnox reactor (no exotic fuel or moderation requirements), set up for PUREX extraction and you're off to the races. So simple, even best Korea can do it, and unlike Pakistan and India's nuclear programs, you won't even need Canadian and German assistance to get up and running.

Warhead design is trickier but like the rest of the process, all of the hard work has already been done. Any number of countries could provide the technical aid necessary but historically Russia, Pakistan, and North Korea have been the most willing to help out like-minded individuals for the right price.

As I've said before, a lot of this is far more simple than most people think. The two real stumbling blocks to setting up a nuclear weapons program are money and international politics. The technical part isn't too bad.
