Ballistic missiles seem to have such a high terminal velocity that they don't even need to worry about the high heat signature that glows red.

Slow missiles can be but it adds a lot of cost, fast missiles like MRBMs or ICBMs can't be because re-entery needs blunt rounded shapes and thermal tiles.
