There wasn't when they were designed...yet now there is. The US does have an opponent with an actual surface fleet that will need countering. And large ships, that can hide from radar, and (soon to be) capable of launching hypersonics, ends up being a pretty good ability. They're not replacing the Ticos but they do pack a punch even if there's only a few.
Japan realizes this too, which is why they're also planning a duo of large ships with a lot of VLS for air defense and even some anti-shipping.

Theoretically, it could fit 5 ESSMs as the Mk57 VLS cells are 25" square, vs the Mk41 VLS cells which are 22" square.

That 25" square means you could do a central ESSM with 4 ESSMs in a 2x2 grid around that central ESSM.

Though it would be a VERY tight fit at ~24.14" which is probably a bit too tight to comfortably fit, but might be possible.

But yes, currently ESSMs are quadpacked
