considering that article says they were firing from breezanddijk (that little island on the afsluitdijk) my guess is they were targeting a prop sitting on the hors, which is an area of sanddunes on the southern edge of texel and a common target ground for military aircraft dropping bombs, missiles and cargo from C-130's.

currently a lot of the new money is going into fixing up the rest of the armed forces, mostly ammo/missile stockpiles.
i think they're waiting for recruitment numbers to increase so they can actually buy/build more useful force multipliers for those numbers.
currently for instance, the dutch navy's fleet size is not necessarily constrained by budget, but rather the amount of sailors.
